Ministry of Housing and Municipal Affairs, the opt-out will be offered to Kelowna because it requested an exemption.<\/p>\n\n\n\n<p>The ministry says, \u201cAs of 2027, municipalities with consistently high vacancy rates will have an earlier effective date to opt out of provincial rules that limit the short-term rental of principal residences.\u201d<\/p>\n\n\n\n<p>According to the ministry, the change shifts a decision timeline from a March 31 submission and Nov. 1 effective date to a Feb. 28 submission and a June 1 effective date for communities who are requesting to opt out, allowing them to accommodate a busy summer season next year.<\/p>\n\n\n\n<p>\u201cBy request, a special one-time regulation will enable the City of Kelowna to follow the same timeline in 2026 and opt out of the provincial principal residence requirement effective June 1, recognizing major summer events planned in the community in 2026,\u201d the ministry added.<\/p>\n\n\n\n<p>B.C. Minister of Housing Christine Boyle shared some more information about the opt-out option and why Kelowna is getting a head start.<\/p>\n\n\n\n<p>\u201cOur short-term rental rules are focused on returning homes to the long-term market for people and giving communities with healthy rental markets the flexibility to provide additional tourist accommodation,\u201d Boyle said.<\/p>\n\n\n\n<p>\u201cAccelerating these timelines will assist communities like Kelowna that have brought vacancy rates to healthy levels through their hard work on housing to make the most of the summer tourism season. We welcome the considerate approach Kelowna is taking to remove the principal residence requirement from some buildings in the downtown core, while maintaining the requirement in most residential areas, ensuring sufficient homes are available for local residents.\u201d<\/p>\n\n\n\n<p>The existing rules will allow cities that maintain a healthy vacancy rate of at least three per cent for two consecutive years to opt out of the principal residence requirement. The Canada Mortgage and Housing Corporation releases its rental vacancy rates in December of each year.<\/p>\n\n\n\n<p>\u201cThe change supports local governments that have sufficient vacancy rates and want to use that housing to meet tourism demands during busier summer months,\u201d the ministry says.<\/p>\n\n\n\n<p>Kelowna is the only city that requested an exemption. As of June 1, short-term rental hosts in Kelowna won\u2019t need to follow the principal residence requirement when applying for short-term rental registration.<\/p>\n\n\n\n<p>\u201cHowever, the city intends to limit where primary use short-term rentals can operate, to buildings in tourism-zoned areas. To ensure compliance with Kelowna bylaws, hosts will still need to upload a local business licence at the time of application.\u201d<\/p>\n\n\n\n<p>So this doesn\u2019t really change anything for short-term rentals and Airbnb in and around Metro Vancouver ahead of the FIFA World Cup, but could be good news for future busy summer tourist Aboriginal title and fee-simple title are distinct legal concepts, each with its own characteristics and scope. year, same housing market in Metro Vancouver"},"content":{"rendered":"\n<p>Last year\u2019s market trends continued in January as home sales registered on the MLS\u00ae in Metro Vancouver\u00a0were 28.5 per cent lower than last year, setting the year off to a quieter start.<br>\u00a0<br>The Greater Vancouver REALTORS\u00ae (GVR) reports that residential sales in the region totalled 1,107 in January 2026, a 28.7 per cent decrease from the 1,552 sales recorded in January 2025. This was 30.9 per cent below the 10-year seasonal average (1,602).<br>\u00a0<br>\u201cOn their own, the January sales appear alarming, but it\u2019s important to put these figures in the context of the past few years. Last year ended with one of the lowest sales totals in over two decades, and so it\u2019s not surprising that the January sales figures were fourth slowest in over two decades as well,\u201d said Andrew Lis, GVR\u2019s chief economist and vice-president, data analytics. \u201cMarket momentum is a slowly evolving force, and in many ways, the January figures represent a market that continues slowly evolving to what may be a new normal.\u201d<br>\u00a0<br>There were 5,157 detached, attached and apartment properties newly listed for sale on the Multiple Listing Service\u00ae (MLS\u00ae) in Metro Vancouver in January 2026. This represents a 7.3 per cent decrease compared to the 5,566 properties listed in January 2025. This was 19.4 per cent above the 10-year seasonal average (4,318).<br>\u00a0<br>The total number of properties currently listed for sale on the MLS\u00ae system in Metro Vancouver is 12,628, a 9.9 per cent increase compared to January 2025 (11,494). This is 38 per cent above the 10-year seasonal average (9,153).<br>\u00a0<br>Across all detached, attached and apartment property types, the sales-to-active listings ratio for January 2026 is 9.1 per cent. By property type, the ratio is 6.7 per cent for detached homes, 11.1 per cent for attached, and 10.3 per cent for apartments.<br>\u00a0<br>Analysis of the historical data suggests downward pressure on home prices occurs when the ratio dips below 12 per cent for a sustained period, while home prices often experience upward pressure when it surpasses 20 per cent over several months.<\/p>\n\n\n\n<p>\u201cOur recent 2026 forecast suggests this year is likely to resemble 2025 on many fronts, and we expect sales to remain tepid. When paired with sellers remaining eager to list, inventory will likely remain elevated relative to historical averages and, as a result, we expect prices to finish the year relatively unchanged,\u201d Lis said. \u201cAs consumers adjust to the ongoing backdrop of political and economic uncertainty, we expect a degree of pent-up demand to re-enter the market at some point. Whether it will happen in 2026 remains an open question, and we\u2019ll be watching the market closely for signs of improvement.\u201d<\/p>\n\n\n\n<p>The MLS\u00ae Home Price Index composite benchmark price for all residential properties in Metro Vancouver is currently $1,101,900. This represents a 5.7 per cent decrease over January 2025 and a 1.2 per cent decrease compared to December 2025.<\/p>\n\n\n\n<p>Sales of detached homes in January 2026 reached 300, a 21.1 per cent decrease from the 380 detached sales recorded in January 2025. The benchmark price for a detached home is $1,850,800. This represents a 7.3 per cent decrease from January 2025 and a 1.5 per cent decrease compared to December 2025.<\/p>\n\n\n\n<p>Sales of apartment homes reached 554 in January 2026, a 34.5 per cent decrease compared to the 846 sales in January 2025. The benchmark price of an apartment home is $704,600. This represents a 5.9 per cent decrease from January 2025 and a 0.8 per cent decrease compared to December 2025.<\/p>\n\n\n\n<p>Attached home sales in January 2026 totalled 246, a 23.4 per cent decrease compared to the 321 sales in January 2025. The benchmark price of a townhouse is $1,043,400. This represents a 5.4 per cent decrease from January 2025 and a 1.2 per cent decrease compared to December 2025.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Last year\u2019s market trends
